How to choose a website developer in Latvia

Choosing a website developer in Latvia happens in a varied market — from €300 specialists to €15 000 agencies, from student projects to international companies. How do you find your way through this variety? In this article we give a practical guide: what to ask, what to expect and which signs mean you should decline an offer even before signing a contract.

Freelancer, agency or company

The first choice to make is the format. Each option has its advantages and disadvantages, and the best criterion for choosing is the complexity of the project and your own ability to be involved in the process.

A freelancer is usually cheaper (€500–€2 000 for a standard project), but you remain dependent on the availability and health of one person. If they disappear, your website disappears with them. Agencies charge more (€2 000–€10 000+) but provide a process, a team and usually a warranty. Larger companies (€10 000+) are worth it only if you really need a large-scale solution.

For most small and medium companies in Latvia, the best choice is a smaller agency or a team of an experienced specialist with 2–5 people. This gives availability, speed and a personal approach while retaining process and structure.

Why the cheapest offer is usually not the cheapest

If you receive three quotes — €800, €2 500 and €4 500 — and choose the cheapest, you will often end up paying more than for the middle one. The reasons are predictable: the cheap offer does not include important items (SEO, mobile version, training), the work is done in a simplified way, and after launch the cost of extra work shows up on the invoices.

The second hidden price factor is time. Cheap developers often work with many clients at once, which means delays, inaccuracies and extra conversations. Your time is also money — if a project takes 12 months instead of 8 weeks, you lose the money you saved in revenue you did not receive.

A practical criterion: work out how much your time is worth and how many months you can afford to wait. If the answer is „not that much", choose a developer who gives a clear timeline and keeps to it, not the one who promises a low price.

5 questions to ask every developer

Before signing a contract, or even approving an estimate, ask these questions. The answers will tell you almost everything you need to know about the quality of the developer.

  • Can you show 3 similar projects you have built? — A real portfolio is the most important quality indicator.
  • How do you work if the requirements change during the project? — The answer shows the maturity of the process and whether the developer is ready to collaborate.
  • What happens after launch — is there a warranty and what kind? — Professionals provide at least 3–12 months of warranty for small fixes.
  • Will we be able to manage the content ourselves after launch? — If the answer is „no" or „only for an extra fee", that is a bad sign.
  • How do you ensure the security and updating of the website? — Especially important for WordPress projects: does the developer offer a maintenance plan?

Warning signs

Some signs that this developer is not the right one. If you see two or more of these signs — start looking for another option:

  • No public portfolio, or it consists of templates with a changed logo
  • A price is quoted without a detailed estimate („around €1 500" with no justification)
  • Replies to emails take days or weeks
  • „Unlimited changes" are promised — no professional offers that
  • No clear timeline, or the timeline is changed several times already during the talks
  • No warranty, or the warranty terms are vague
  • 100% prepayment is demanded

Local or foreign developers

In recent years, offers from India, the Philippines or other low-cost countries appear more and more often — the price can be 5–10 times lower. Assessing it realistically: low-cost developers are usually suited to simple WordPress templates and standard tasks. However, communication and time-zone differences create additional complications.

Latvian developers are available, speak your language, understand the local market (Omniva, DPD, MakeCommerce, Tildes Jumis, the nuances of Latvian-language texts) and can meet in person. This is a decisive factor if you have a more complex project or want a long-term partnership.
